How to handle a small road accident in Taiwan

There is a lot of interesting cultural points made in these video's. The guy who made the video's hit an old bloke on a bicycle with his car. What he probably should have don't is report the accident to the police straight away, or at least come to an agreement with the guy before handing any money over.
